Cloud SCADA FAQs for Water and Wastewater Operators

Cloud SCADA comes up at every rural water conference, usually with the same handful of questions. Here are straight answers, including the parts where it isn’t the right fit.

What is Cloud SCADA?

Cloud SCADA is a monitoring and control system that runs without a server in your plant. Your PLCs and control logic stay on site. Your screens, alarms, trends, and reports reach you through a web browser or your phone. You may also hear it called serverless SCADA. That doesn’t mean no servers exist anywhere. It means you no longer own, maintain, or replace one.

In a traditional system, a local server does the work: collecting data, storing history, running alarms, building reports, and giving operators their screens. It also needs operating system updates, backups, antivirus, repairs, and replacement every five to seven years.

Cloud SCADA moves those jobs off your plant floor. You keep the HMI, the alarms, the trends, and the reports. You just don’t maintain the equipment behind them.

What is the difference between Cloud SCADA and traditional SCADA?

The difference is what you own and maintain. Traditional SCADA puts a server, software licenses, and remote access setup inside your plant, and your staff keeps all of it running. Cloud SCADA takes the server out. You still get full monitoring and control. The platform handles the upkeep.

The cost difference isn’t only the quote. On-premise SCADA also carries IT support, VPN upkeep, patching, licensing, and a server replacement cycle that rarely appears on the proposal. Remote access is its own consideration.

CISA and the EPA reported in December 2024 that attackers found and manipulated water system control screens that were reachable from the internet, and their first recommended step is to inventory those devices and disconnect them from the public internet.

Is Cloud SCADA secure?

Not automatically. Security comes from how a system is built, not from where the software runs. A local SCADA server reached through a VPN or an open port is often the most exposed device on a plant network. Removing that server removes that exposure. Architecture is what matters, so ask any vendor how theirs is designed.

Does Cloud SCADA mean we lose local control of our system?

No. Your PLCs, sensors, and control logic keep running on site exactly as they do today. Pumps still run. Tanks still fill. Treatment keeps following the program you set. What changes is how you see information and how alarms reach you, not how the plant operates.

This is the most common worry operators raise, so it’s worth being direct. Cloud SCADA adds remote visibility on top of local operation. It does not replace it.

What happens if we lose cell signal or internet?

Your plant keeps running. Control logic lives in the PLC on site, not in the platform, so pumps, valves, and treatment keep following their setpoints. What you lose during an outage is remote visibility, not control of your process. When the connection comes back, the system reconnects on its own.

Is Cloud SCADA a good fit for a small water or wastewater system?

Often, yes. Small water and wastewater systems tend to have operators wearing five hats on aging equipment. Cloud SCADA takes server maintenance off that list and gives you access to your system from anywhere.

It tends to fit well when you have no dedicated IT staff, you run multiple sites you want on one screen, you’re doing compliance reports by hand, or you have PLCs you’d rather keep than replace.

Where it may not be the right fit:

Organizations whose security policy blocks outbound connections from the process network

Facilities that require operator screens on site as a hard requirement, though local HMI may cover this
